To all Consignors of horses, mules, or asses at any and all California Public Sales:

In 1971 the California horse industry sponsored legislation to prevent the misuse of medications used at public horse shows and sales. As a result of this the State of California Food and Agriculture Code (FAC) sections 24000-24018 were created and the Equine Medication Monitor Program (EMMP) was created to enforce these laws. As  less than 72 hours after a prohibited substance or non-steroidal anti-inflammatory drugs (NSAID) is administered.

If a horse consigned at a public sale is found to have a prohibited substance or drug in their system the consignor shall be subject to a civil penalty of not less than one hundred ($100) or more than ten thousand dollars ($10,000) for each violation.

A drug declaration must be completed and filed with the auction/sales office when any medication is administered to a horse within 48 hours prior to the 72 hour withdrawal period when consigned for public sale.

Thank you for your compliance,

EMMP
